Before you list any product in our marketplace, it’s essential to understand and follow TikTok Shop's Product Listing Policy.

What are Restricted Products?

Restricted Products are those that require prior approval from TikTok Shop to be sold. You may be required to pass a category approval process by submitting documents such as certifications, testing reports, product or package images, and other regulatory documentation.
You may be prompted to provide these when uploading products in the following categories.

Automotive & Motorcycle Products

• Automotive & Motorcycle products are restricted to corporate sellers only. Sellers who wish to sell automotive & motorcycle parts (such as body, frame, bumpers, belts, hoses, pulleys, bearings & seals) are required to submit supporting documents such as product portfolio picture.

⚠️ Note: Sellers must ensure that their products adhere to the following guidelines:

• Comply with the Road Vehicle Law
• Bear PSE Mark (if the product is considered as “Electrical Appliances” under Electrical Appliances and Materials Safety Act)
• Product detail pages must transparently disclose all essential and accurate information — such as product specifications, applicable models, manufacturer and origin, installation/usage instructions, safety warnings, and after-sales policies — in a manner that does not mislead consumers, complies with applicable Japanese regulations, and facilitates informed purchasing decisions.

Tires and Accessories

As tires are safety-critical components directly affecting driving and road safety, sellers are solely responsible for ensuring that the tires they sell fully comply with applicable Japanese laws, regulations, and industry safety standards(including but not limited to 道路運送車両の保安基準, タイヤの公正競争規約), and bear full responsibility for the compliance and safety of their products. This guide is for general reference only and does not constitute legal advice; please consult a qualified lawyer where necessary.

• This category covers automotive & motorcycle tires and related accessories (air valves, TPMS sensors, wheel covers, etc.) .
• Sellers must have proven automotive parts operation and after-sales capability.
• Please note that the sale of used and refurbished products is prohibited in this category.
• Only products from eligible brands may be sold. Please ensure that all products you sell are authentic, genuine products.
• To protect brand value and buyer trust, strict requirements apply to sellers, products, and creators in this category.

Food & Beverage and Food Supplement Products

• Sellers who wish to sell any type of food & beverage and food supplement products may be required to submit valid safety and compliance documentation before listing such items. Sellers must ensure that their products are packaged appropriately, and have reasonable remaining shelf life. Perishable products must clearly have the expiration dates displayed in the product description.

To ensure proper handling and delivery of temperature-sensitive products, sellers must use a logistics service provider with reliable cold chain capabilities.
Sellers are responsible for ensuring products are packaged and handled to maintain safe temperatures throughout the supply chain, and are required to provide examples of how food will be packed to ensure appropriate temperature maintenance. Below are recommendations:

• Frozen products should be kept below -18°C at all times.
• Refrigerated products should be kept between 0°C to 5°C at all times.

It is the sellers' responsibility to ensure they have the applicable business licenses, and provide them upon request.

Beauty and Personal Care Products

• This category will require sellers to provide specific product details and documents showing the product is safe for customers and compliant with relevant laws and regulations. Sellers are required to ensure that all product details are appropriately described and labelled.

• Products that are prohibited by governmental agencies or contain prohibited ingredients such as mercury, hydroquinone, etc.
• Products that are restricted or recommended for professional use only.
• Second-hand beauty and personal care products.

❗ Listing Requirements- Medical Device Related

Categories such as contact lens/colored contact lens etc. are considered medical devices with required documentation below.

Baby & Maternity

• Certain maternity and baby products are considered restricted products and may require the seller to submit supporting documents such as certifications or test reports. Sellers are required to ensure that all product details are appropriately described and labelled. Some examples include:

Categories such as essential oils for aromatherapy, disinfectant wipes etc. are considered as quasi-drugs / cosmetics related with required documentation below

Jewellery with Precious Materials

• This category will require sellers to provide information proving their authenticity and/or quality of the product, such as sales certificates or test reports.

Phones & Electronics

• Physical Data SIM Cards & Accessories are restricted to corporate sellers only. Sellers who wish to sell products under this category are required to submit supporting documents such as product picture.

⚠️ Note: eSIM and Phonecall SIM Card remain prohibited from sale. Please review the Prohibited & Unsupported Products article.

Surprise-Based Products

Surprise-Based Products usually contain single/multiple items securely sealed in a box/bundle at a factory. The possible products that could be included in the box are known to customers; however, the final products that the customer will receive in the box/package/ bundle are unknown until the product is opened. Examples include Mystery Boxes, Golden Eggs, Advent Calendars, and Surprise Trading Card Packs.
Note: Randomised bundles self-assembled by brands/sellers/creators are strictly prohibited.

Alcohol-Related Products

• Alcohol products are restricted to corporate sellers only.
• Corporate sellers who wish to sell products containing alcohol regulated by law (including beers, wines, spirits, and other alcoholic beverages) must submit valid safety and compliance documentation before listing

In accordance with Japanese regulations, this includes—but is not limited to—a valid Mail-Order Liquor Retail License (通信販売酒類小売業免許). All documentation must be current and match the corporate entity registered on the account.

• Sellers must ensure that their products are packaged appropriately.

❗ Content & Compliance Requirements

• All alcohol-related content must follow responsible marketing standards. The following violations are strictly prohibited:
  1. Alcohol promotion involving persons under 25 years old (no individuals appearing under 25 may promote or be shown with alcohol)
  2. Misleading non-alcoholic claims (e.g. false alcohol percentage or misrepresentation as a non-alcoholic beverage)
  3. Encouraging excessive or unsafe drinking (e.g. binge drinking, intoxication, or consumption in unsafe contexts such as driving, work, or pregnancy)
  4. False or exaggerated health or functional claims (e.g. medicinal or wellness benefits; acceptable claims include food pairings and product authenticity)

❗ Sellers are required to display the 酒類販売管理者の標識表示 (Liquor Sales Manager Notice) on the Product Detail Page (PDP).The notice must include the following 5 items:
① Name and address of the sales premises
② Name of the Liquor Sales Manager
③ Date of completion of the Liquor Sales Management Training
④ Deadline for the next training session
⑤ Name of the training organization

Pre-Owned Products

⚠️This category is being rolled out in phases and is currently limited to invited sellers. Listings from non-invited or unqualified sellers are not permitted.❗ Condition

• Pristine: New items procured through a route different from normal new product sales, or items that have been sold once but are resold unopened and never used.
• Almost New: Even if paper tags, price tags, etc. are cut, the product looks new or has only been tried on with no signs of use.
• Excellent: Although it has some signs of use, the product has only been used a few times and is in very good condition.
• Very Good: A product that has been used but shows no noticeable damage such as dirt or tears.
• Good: A product that has a sense of use, has some dirt, damage, etc., but does not interfere with wearing or using it.

Please note that you are not allowed to sell products with obvious defects in TikTok Shop.

Pre-Owned – Trading Cards (TCG)

• Pre-Owned trading cards require prior approval before listing. Sellers must comply with the applicable regulations and obtain the necessary licenses.

• Previously used or owned items resold for profit. This category includes:

• Valid business license/permit for Pre-Owned goods trading (Kobutsusho License, 古物商許可)
• Product authentication certificates (e.g., PSA certificates), where applicable
• Clear images showing the actual card condition, including front, back, side, and a close-up of any defects
• Proof of item origin and acquisition records
• Clearly state "Pre-Owned/used" in the title and description
• Accurate condition grading (e.g., Pristine, Almost New, Excellent, Very Good & Good). Please note that you are not allowed to sell products with obvious defects in TikTok Shop.
• Disclose any defects (e.g., scratches, edge wear, creases)
• Indicate whether authenticity has been third-party verified

• Individual cards or non-sealed items are classified as Pre-Owned; unopened cards purchased from other owners may also be considered Pre-Owned.
• Use industry-standard grading terminology.
• High-value cards (above ¥30,000) may require authentication.

• Maintain supplier information, purchase records, authentication documents, and transaction history for at least 3 years.

• Counterfeit or replica cards
• Cards from unclear or suspicious sources

• Factory-sealed booster packs / boxes may follow different requirements and can also be sold under the Pre-Owned category.

Pre-Owned – Luxury Products

• Pre-Owned luxury products require prior approval before listing. Sellers must comply with the applicable regulations and obtain the necessary licenses.

• Pre-Owned luxury products are previously owned, high-value branded goods resold for profit.
• Eligible items fall within the following categories:

• AACD (Association Against Counterfeit Product Distribution)

• AACD Members
  • Must submit a valid AACD membership number.
  • Physical store proof or e-commerce website URL (if applicable) must be provided.
  • Store details must be verifiable and consistent with the information on the Kobutsusho License.
  • Only valid regular AACD membership is accepted.
• Non-AACD Members (Stricter Verification Required)

• Store Performance & Ownership Verification

• Screenshots must be taken from a logged-in seller account view to confirm shop ownership.
• Random, unrelated, or third-party store screenshots will be rejected.
• Screenshots must not contain any personal information.
• Submitted stores must demonstrate:
  • Consistently high customer ratings
  • Strong transaction and fulfillment performance
• Valid Kobutsusho License (古物商許可) issued by the Public Safety Commission
  • License details must match submitted documentation:
    • Personal or business name
      • Company sellers: must match the TikTok Shop registered company name.
      • Individual sellers: must match a valid personal ID.
• Proof of Purchase (issued within the last 6 months)
  • The purchase invoice must include:

• This category applies strict eligibility requirements for sellers, products, and creators to protect brand integrity and buyer trust.
• Certain features (e.g., authentication services, expanded seller access) will be introduced progressively in phases.
• Aftersales policies differ from standard categories (e.g., a fixed 14-day return window, no auto-approval, no change-of-mind returns). These terms do not affect the statutory rights granted to consumers under applicable laws.

Pre-Owned – Fashion Products

• Pre-Owned fashion products require prior approval before listing. Sellers must comply with the applicable regulations and obtain the necessary licenses.
• What are Pre-Owned products?
• Pre-Owned products are previously owned, branded goods resold for profit. This can include second-hand clothing, unique clothing pieces (i.e., clothing with only 1 stock quantity), vintage clothing, or deadstock (i.e., clothing/garments that have remained unsold for a period of time but are in brand-new condition).
• Eligible items fall within the following categories:
  • Pre-Owned Fashion Accessories
  • Pre-Owned Footwear
  • Pre-Owned Womenswear
  • Pre-Owned Menswear
  • Pre-Owned Watches

• Valid Kobutsusho License (古物商許可) issued by the Public Safety Commission
  • License details must match submitted documentation:
    • Personal or business name
      • Company sellers: must match the TikTok Shop registered company name.
      • Individual sellers: must match a valid personal ID.
• Proof of Purchase (issued within the last 6 months)
  • The purchase invoice must include:
    • Purchaser's name (must match the Kobutsusho License name)
    • Date of purchase (within 6 months)
    • Product category / name and quantity
    • Product characteristics
    • Supplier name
• Proof of Existing Operations

• If the seller has a retail store: provide the address and a photo of the storefront.
• If the seller does not have a physical store: provide the URL of the current e-commerce shop.
• Pre-Owned products must have specific photos (not scanned) of the products aligned with the following requirements. Photos must include the front, back, sides, and bottom of the product, the brand logo / heat stamp, and the serial number / date code.
  • Accessories: 3 (whole picture, 2 close angles)
  • Clothing: 4 (front, back, close angle, brand)
  • Handbags: 5 photos (front, back, side, bottom, brand)
  • Footwear: 5 photos (front, back, side, bottom, brand)
• The description of a product's condition must be consistent with product images / videos and with what the customer will receive. Details should include:
  • Damage and stain details (if any)
  • Anything that pictures cannot describe (if any)
  • Accessories included (e.g., box, dust bag, warranty card)
  • For Pre-Owned Handbags / Leather Goods — Hardware & Stitching: mandatory close-up shots of zipper branding (e.g., Lampo, Riri, YKK) and internal heat stamps.

• Counterfeit, replica, or unauthorized luxury goods
• Items from unclear or unverifiable sources
• Products with obvious or significant defects
• Misrepresented or falsely authenticated items

• This category applies strict eligibility requirements for sellers, products, and creators to protect brand integrity and buyer trust.
• Certain features (e.g., authentication services, expanded seller access) will be introduced progressively in phases.
• Aftersales policies differ from standard categories (e.g., a fixed 14-day return window, no auto-approval, no change-of-mind returns). These terms do not affect the statutory rights granted to consumers under applicable laws.

Pre-Owned – Miscellaneous

• This category covers pre-owned toys, collectibles, sports accessories, books, video and music products, phones and electronics, and computers and office equipment.
• Sellers must hold a valid Kobutsusho License (古物商許可) issued by Japan's Public Safety Commission.

• Sellers must ensure that their products comply with all applicable certification requirements(PSE, PSC, Giteki and other relevant certifications).
• For phones, computers, tablets, storage devices, and other electronic products, sellers must complete data wiping before listing. For phone sellers must also remove any physical SIM cards and ensure that no eSIM is installed or activated on the device before listing.
• Product defects, missing accessories, repair history, and functional limitations must be accurately disclosed on the product detail page.
• The following items are not allowed to be listed:
  • Counterfeit, replica, or unauthorized products
  • Products with unknown or unverifiable origin
  • Products with obvious or serious defects
  • Products whose condition does not match the actual item, or products accompanied by false authentication information

• After-sales policies differ from standard categories (e.g., a fixed 14-day return window, no automatic approval, and no returns for buyer's remorse). These terms do not affect any legal rights granted to consumers under applicable law.
• The product condition description must match the listing images/videos and the actual item. Please clearly state:
  • Details of any damage or stains (if applicable)
  • Any details not visible in the photos (if applicable)
  • Included accessories (e.g., box, dust bag, certificate of authenticity)

What happens if I breach these guidelines?

If you are found to violate these guidelines, you may have enforcement actions taken against your account. You should note that repeated offenses will result in more significant penalties.
